Revised Monitoring and R-, jrting Program No. 93-100 3
Lawrence Livermore National Laboratory Site 300- Pit 1
San Joaquin County
MONITORING
8. The current monitoring network at Pit 1 consists of twelve monitoring wells:
upgradient wells K1-01C and K1-07, downgradient wells W-PIT1-02, W-PIT1-
2209, K1-02B, W-PIT1-2326, W-865-2005, K1-04, K1-05, K1-06 and cross-
gradient wells K1-08 and K1-09. Downgradient wells K1-02B, W-PIT1-2326,
K1-04, and K1-05 are detection monitoring wells. Wells K1-06, W-PIT1-02, W-
PIT1-2209, and W-865-2005 are evaluation monitoring wells established to
track existing plumes of perchlorate and tritium of unknown origin. All
monitoring wells are shown on Attachment 3 and shall be monitored quarterly.
9. The Discharger shall collect, analyze and statistically evaluate one sample
quarterly from each detection monitoring well. The Discharger shall collect and
analyze one sample quarterly from each evaluation monitoring well and
annually conduct trend analyses for each constituent of concern from the
evaluation monitoring wells. Table 1 lists the groundwater monitoring analytical
methods, reporting limits, frequency and applicable-monitoring network.
Sampling procedures shall be in accordance with the LLNL Livermore Site and
Site 300 Environmental Restoration Project Standard Operating Procedures,
dated 1 June 1997 (UCRL-MA-109 1 15 Rev. 3 and future revisions). If
unavoidable circumstances arise that prevent sampling from occurring
according to schedule, the Discharger shall notify the Central Valley Water
Board and reschedule the sampling as soon as practical.
10. Prior to construction of any new groundwater monitoring or extraction wells,
and prior to destruction of any groundwater monitoring or extraction wells, the
Discharger shall submit plans and specifications to the Central Valley Water
Board for review and approval. Once installed, all new wells shall be added to
the monitoring program and shall be sampled and analyzed quarterly for all
constituents of concern as either detection monitoring wells or evaluation
monitoring wells, as appropriate.
WATER QUALITY PROTECTION STANDARD
11. For Class I Waste Management Units, CCR Title 23 § 2550.2(a) requires that
the regional board establish a water quality protection standard which consists
of a list of constituents of concern, statistical test methods, concentration limits
(the average of historical concentrations of each constituent of concern in each
detection monitoring well), statistical limits for single measurements, and
monitoring points. If a discharger is conducting a detection monitoring program
in conjunction with an evaluation or corrective action program, the regional
board may establish separate water quality protection standards for each
program pursuant to CCR Title 23. § 2550.2 (b) The constituents of concern
are elements and compounds that are documented as having been buried in
the landfills, as having been contained in firing table shot debris disposed of in
the landfills, or as having been components of explosives experiments.
