Two puddles of oil were <br /> observed on the ground in the yard. <br /> One used metal oil filter was observed on the ground in a pile of scrap metal on the ferrous side and one used metal <br /> oil filter was observed in a trash can on the non-ferrous side. According to Alex Thomas, Operations Manager,the <br /> metal filters are handled as hazardous waste. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately fix the crane and clean the oil. Manage the waste according to Title 22 <br /> California Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the San <br /> Joaquin County Environmental Health Department describing the storage and final disposition of the cleaned up <br /> waste. <br /> The two oil filters were put into a hazardous waste container with proper labeling during the inspection. <br /> This is a repeat violation, Class II. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: On the non-ferrous side of the facility: <br /> -One emergency eyewash station was 1/16th full of liquid and needed to be refilled. <br /> -The storm drain on the non-ferrous side of the yard had a torn "witch hat'(strainer). Metal shavings and brown dirt <br /> were observed at the bottom of the storm drain. <br /> On the ferrous side of the facility, a secondary containment unit for unused equipment next to an aluminum <br /> compactor was filled with metal shavings, absorbent pads, and other debris that were saturated with used oil. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment,spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Immediately refill the emergency eyewash station, bring the"witch hat'into proper working <br /> order by repair, replacement or testing, and clean the secondary containment unit.
