(RESNA) has prepared this
workplan for submittal to the California Regional Water Quality Control Board (RWQCB) to
conduct an aquifer pumping test at the above referenced site (Figure 1). The purpose of this test
is to obtain aquifer characteristic data needed to develop the Groundwater Monitoring and
Remedial Action Plan (GWRAP). A GWRAP must be submitted to the RWQCB as mandated
by Waste Discharge Requirements Order No. 92-077.
RESNA has also prepared a workplan for the destruction of two existing groundwater monitoring
wells and the installation of a replacement monitoring well. As stated in the November 20,
1992, "Final Closure Plan for Class 11 Surface Impoundments"prepared by RESNA, two wells
are in danger of being damaged during closure activities. These wells, wells 1 and 2, will be
properly abandoned. Well 1 will be replaced with another well located just outside the cap and
well 2 will not be replaced due to its proximity to well 19 (Figure 2).
The following paragraphs contain the proposed workscope to be completed and a projected time
schedule for completion of the work at Southwest Hide Company's Manteca facility.
PURPOSE AND PROPOSED WORKSCOPE
The purpose of the aquifer pumping test is to obtain aquifer characteristic data necessary to
develop a GWRAP and two wells in danger of being damaged will be abandoned and a
WP-0893.FNL
