12 . Slopes : Working and final slopes shall be no steeper than <br /> 2-34: 1 (horizontal-to-vertical ) . If , after one ( 1 ) year or <br /> more of excavation, the Department of Public Works determines <br /> that the approved slopes are unstable , the Planning <br /> Commission may adopt stricter slope requirements for future <br /> excavation and require the applicant to correct past slope <br /> deterioration. <br /> 13 . Screening : Vegetative screening is not required unless the <br /> surrounding land is redesignated from Agriculture to <br /> Residential , as shown by the County General Plan . <br /> 14 . Ponding: All water utilized in processing operations , and <br /> all surface runoff generated as a result of uncovering the <br /> natural groundcover , shall be directed to approved retention <br /> ponds . No processed water , sediment , or excavation-related <br /> surface runoff shall be allowed to enter any permanent or <br /> seasonal stream, including the San Joaquin River, located <br /> within or adjacent to the project site . <br /> 15 . Rehabilitation Schedule : The project site shall be excavated <br /> and rehabilitated in compliance with the excavation and reha- <br /> bilitation schedule approved by the Planning Commission. <br /> 16 . Duration of Approval : This permit is approved for a ten ( 10 ) <br /> year period. The permit shall lapse and become void except <br /> as to its rehabilitation requirements if operations are <br /> discontinued for a period of at least eighteen ( 18 ) months . <br /> 17 . Inspection of the Operation: The applicant shall pay to San <br /> Joaquin County the adopted fee to cover periodic permit <br /> compliance inspections by County staff . <br /> 18 . Revocation: If it appears , on the basis of one ( 1 ) permit <br /> compliance inspection, that operations are in violation of <br /> the approved permit , the Planning Commission shall conduct a <br /> permit revocation hearing. <br /> 19 . Guarantee of Performance : Prior to the commencement of <br /> operations, the applicant shall provide to San Joaquin County <br /> a financial guarantee to ensure rehabilitation of the site <br /> and compliance with conditions of approval . The applicant <br /> shall provide an itemized estimate for the amount of the <br /> guarantee , which amount is subject to the approval of the <br /> Department of Public Works . The applicant shall specify the <br /> form of guarantee proposed, which form is subject to the <br /> approval of - County Counsel . <br /> Development Requirements - 2 - (QX-86-5) <br />
