The 55-gallon drum was located in an outside storage shed on the north side of
the facility.
A 5-gallon white bucket storing solid petroleum distillate dry cleaning hazardous waste did not have its lid
properly closed (IMG 0675-8). The 5-gallon bucket was located in the facility near the two dry cleaning machines.
REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and
storage, except when it is necessary to add or remove waste.
CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are
closed when not adding or removing waste. Provide a corrective action statement and supporting documentation
to the San Joaquin County Environmental Health Department within 30 days.
This is a repeat violation, Class II.
406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being
emptied.
OBSERVATION: An empty 55-gallon black poly drum, which previously held petroleum distillates dry cleaning
hazardous waste, generated from the DF-200 hydrocarbon dry cleaning system, was found not marked with the
date it was emptied (see photos IMG 0664-6). According to Jim Kitto, owner, this drum is being kept to store the
filters from the east-facing DF-2000 hydrocarbon dry cleaning machine, once the filters are replaced (IMG 0682).
These replaced filters will be managed as hazardous waste, per Jeff.
REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous
waste must be managed per Title 22 California Code of Regulations (CCR) section 66261.7.
