f -
CHRONOLOGY
PACIFIC BELL UE042
345 NORTH SAN JOAGUIN STREET, STOCKTON CA 95202
SITE CODE: 1867
The site is located on the southwest intersection of San Joaquin St and Lindsey Street.
The San Joaquin County APN is 139-140-01 . The site encompasses one-half of a block
and contains communication equipment for Pacific Bell and AT&T. Two underground
storage tanks that were located in the basement were closed in-place on December 17,
1990 because underground structural supports prevented their removal and remediation of
the soil contamination evidenced. Three underground storage tanks were removed on
November 10, 1993 from the sidewalk area north of the site and an excavation attempted
to remove the soil contamination. Residual soil contamination continued to be evidenced
and following further characterization. It was determined that the residual soil
contamination would not pose a threat to groundwater quality. In 1991 three groundwater
monitoring wells were installed and limited groundwater contamination was evidenced.
PHSIEHD has reviewed all site conditions and has determined that site closure/certification
is warranted.
1990
06/11/90 Soil borings in the area of the underground storage tanks located in the
basement to investigate the possibility of an unauthorized release associated
with the operation of the tanks. Soil contamination evidenced. See the
attached summary of basement soil sample analytical results for soil borings:
SS1 - SS4 .
12/17/90 Two underground storage tanks were closed in-place. Tank #3 was a 300
gallon diesel tank and tank #4 was a 550 gallon diesel tank.
1991
1217191 Drilling was initiated to install monitoring wells, MW1 - MW3 to investigate
groundwater quality impacts which may have resulted from the soil
contamination evidenced on June 11, 1990. See the attached summary of
soil sample analysis results December 7 and 8, 1991 and the boring logs for
MW1 -MW3.
12/12/91 Groundwater quality data collection was initiated. See the attached
historical water level data summary and the summary of groundwater sample
analytical results (Dec 1991 - Juiy 1994).
1.992
Groundwater monitoring and sampling continued.
1993
02/03/93 Additional soil investigation was continued by International Technology.
Note: PHSIEHD maintained that additional soil investigation was necessary
in the basement area to define the extent of soil contamination evidenced.
Six soil borings were drilled and sampled with grab groundwater samples
also collected for analysis: SB1 - SB6. See the attached summary of soil
sample analytical results, groundwater sample analytical results and boring
logs.
