PHS/EHD has the following comments for your <br /> consideration. <br /> IT responded to PHS/EHD correspondence dated June 1,1993 which requested additional on site investigation <br /> to determine the vertical and horizontal extent of soil contamination. IT stated that"Based on site conditions, <br /> the completion of this proposed investigation would require employing extreme measures to complete." and <br /> "Drilling in a confined space(basement)can induce overtly hazardous working conditions." During the August <br /> 25, 1993 site inspection, PHS/EHD observed the conditions in the basement. These conditions, a room <br /> approximately 25 feet long,20 feet wide and 15 feet high,do not preclude additional hand augering to collect <br /> soil samples in order that the vertical and horizontal extent of soil contamination can be determined. <br /> It is PHS/EHD's understanding that within the next few months,the three 25,000 gallon underground storage <br /> tanks, which are currently active, will be removed and replaced with two underground storage tanks. The <br /> results of the off site soil and groundwater investigation, the tank removal investigation and the on site <br /> investigation should provide information to either close the site or to require the preparation of a problem <br /> assessment report, evaluating remedial alternatives. <br /> Please submit by September 20, 1993 a work plan to continue the on site investigation which has been <br /> requested. Also, please give consideration to the submittal of a work plan to perform a limited over- <br /> excavation at the time of tank removal.
