"The proposed zone district will not have a substantial , <br /> adverse effect on surrounding properties. " <br /> Staff can make this basis because the project will be <br /> designed to be compatible with the airport, and it will <br /> have a minimal effect on adjacent agricultural activities. <br /> PROJECT DESCRIPTION <br /> The proposed project is to change the land use designation of the <br /> General Plan Land Use/Circulation Element Map from Agriculture to <br /> General Industrial for a 73. 74-acre parcel . In addition, the <br /> subject property will be rezoned from GA-40 (General Agriculture, <br /> 40-acre minimum) to M-2 (General Industrial) . <br /> The applicant also proposes to cancel the Williamson Act Contract <br /> on 19 acres of the subject property. This matter will be heard <br /> directly by the Board of Supervisors on April 7 , 1988 . <br /> The underlying project is a jet engine repair facility on a <br /> 19-acre project site for Aero Turbine, Inc . This facility would <br /> consist of a 50, 000-square-foot shop building and a <br /> 33,000-square-foot hangar building. At the initial stage, Aero <br /> Turbine would transfer its existing operation from San Ramon and <br /> would employ 50 persons. Expansion at the Stockton facility <br /> would include airframe repair in addition to the current jet <br /> engine repair and component manufacturing processes. At full <br /> operation, the facility could employ up to 250 people. <br />
