Item No. 5 <br /> PC: 3-17-88 <br /> GP-88-12/ZR-88-10 <br /> Page 3 <br /> STAFF ANALYSIS <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> The current General Plan land .use designation for the subject <br /> property is Agriculture, with ' a consistent zoning of GA-40 <br /> (General Agriculture, 40-acrefminimum) . <br /> ' <br /> The applicant has requested aGeneral Plan land use designation <br /> of General Industrial and an M-1 or M-2 zoning designation. In <br /> order to be consistent with the General Industrial General Plan <br /> designation, the zoning designation is limited to M-2 (General <br /> Manufacturing) . The M-1 (Limi,ted Manufacturing) zone is con- <br /> sistent with the Limited Industrial General Plan designation <br /> and is therefore not appropriate for this proposal . Aircraft <br /> engine and airframe repair are permitted in the M-2 zone only. <br /> The City of Stockton General Plan designates the subject pro- <br /> perty as "Open Space and Agriculture. " The Community <br /> Development Department recommends denial of the proposal or, at <br /> the minimum, the preparation of an Environmental Impact Report . <br /> Development Policies: <br /> The project site is adjacent to but not now within the Stockton <br /> Urban Center. When subdividing of land is involved in an urban <br /> center, water, sewer, and storm drainage facilities from public <br /> agencies are required. <br /> In this case, if the subject property is designated as General <br /> Industrial , it will automatically become part of the Stockton <br /> Urban Center. However, no indication has been forthcoming that <br /> the 74-acre parcel will be subdivided; and at the present time, <br /> public water, sewer, and storm drainage facilities are not <br /> available to the site. <br /> In order to address these service issues in detail , the Aero <br /> Turbine project will be subject to a Site Approval permit , <br /> which is a discretionary action by the County subject to con- <br /> ditions of approval . <br /> In connection with consideration of the Williamson Act Contract <br /> Cancellation, the County is proposing that a Development <br /> Agreement be executed between the applicant and the County. <br /> This Development Agreement would specify timing of development , <br /> would restrict uses to those compatible with the airport , and <br /> would buffer adjacent agricultural operations. <br />
