Item No. 5 <br /> PC : 3-17-88 <br /> GP-88-12/ZR-88-10 <br /> Page 4 <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Although the underlying project is a jet engine and airframe <br /> repair facility, no specific development project is authorized by <br /> virtue of the General Plan Map Amendment and Zone <br /> Reclassification. However, in order to assess the effects of the <br /> project , staff analysis addresses the known issues related to the <br /> proposed project . The primary issues relate to the proximity of <br /> the subject property to the Stockton Metro Airport and area traf- <br /> fic and circulation. <br /> Noise: <br /> The project site will be subject to noise from aircraft opera- <br /> tions at the airport and vehicle noise from State Route 99. As <br /> proposed, repair work would occur within enclosed buildings, so <br /> that noise from off-site is not expected to be a problem. Jet <br /> engine testing on-site will occur within an enclosed sound- <br /> baffled test cell , so this noise would not be heard outside the <br /> facility. <br /> Traffic and Circulation: <br /> Concerns have been expressed by the Department of Public Works, <br /> the San Joaquin County Council of Governments, and Cal-Trans as <br /> to the traffic generated by the project and the effects on area <br /> road/freeway facilities. In order to address these concerns, <br /> the applicant retained TJKM Transportation Consultants to pre- <br /> pare a traffic analysis for the project . This study concludes <br /> that initially (50 employees) the project will have minimal <br /> effects on area traffic, but at full operation (250 employees) , <br /> the project will cause additional traffic impacts that should <br /> be mitigated. Initially, this would entail a left-turn lane on <br /> the Highway 99 West Frontage Road at the project entrance. <br /> Cumulatively, this project and other development in the area <br /> will cause the street system to exceed capacity in several <br /> locations. Although the Aero Turbine project is expected to <br /> add only one-fourth of one percent to the cumulative p.m. peak <br /> hour traffic, some mechanism should be developed to pay for <br /> future street improvements. Specific measures can be developed <br /> at the permit review stage. One such measure should be the <br /> extension of the west frontage road south to French Camp Road. <br /> Land Use : <br /> The subject property is adjacent to the main airport runway, <br /> which would appear to be compatible with the proposed use.
