EXECUTIVE SUMMARY <br /> The results of this traffic analysis indicate that the proposed relocation of the Aero <br /> Turbine Jet Engine Repair Facility to the Stockton airport vicinity, will not have a <br /> significant impact on the street circulation system in the near future. The trip <br /> generation of the facility at its present location in San Ramon is very low (about 50 trip <br /> ends during the peak hour). Since the Aero Turbine company will be performing the <br /> same type of business in the near future at the proposed San Joaquin County <br /> location, it is assumed that the same trip generation will occur. No mitigation <br /> measures are recommended for the project in the near future. <br /> As the Aero Turbine company expands its operations at the new facility, and the <br /> number of employees gradually grows from 50 to 250, then the trip generation for the <br /> project will also increase about five times in magnitude. This will cause additional <br /> traffic impacts that should be mitigated. The intersection of the project access with <br /> the State Route 99 West Frontage Road should be widened to allow a northbound left <br /> turn pocket. Signalization at this location will not be needed, as the future traffic <br /> volumes would be too low to warrant a signal. <br /> The cumulative traffic scenario within the study area would cause the street system in <br /> the same area to reach capacity in many locations. The intersections along Arch <br /> Road that were analyzed in this report could not all be mitigated to LOS D or better <br /> conditions. Even with four through lanes in each direction on Arch Road, the future <br /> intersection with the State Route 99 southbound off-ramp would have severe <br /> congestion given the amount of projected office and industrial uses in the area. <br /> The only way to mitigate this problem is to either cut back on the amount of <br /> development, or to build more roads. Ideally, another major east/west facility should <br /> be constructed parallel to and between Arch Road and Charter Way. This facility <br /> should also have full access to the State Route 99 freeway through a new <br /> interchange. There is nearly three miles of freeway between Arch Road and <br /> Mariposa Road on State Route 99, which leaves plenty of room for a new interchange <br /> to be constructed between these other two interchanges. <br /> The minimum spacing between interchanges, according to Caltrans, is one mile; <br /> therefore is is feasible that Caltrans could approve such an interchange. The effects <br /> of this possible interchange were not analyzed in this study, but should be analyzed <br /> in a separate traffic engineering study to determine the need for such a corridor. Also <br /> the State Route 99 freeway would have to be widened to eight lanes north of Arch <br /> Road. <br /> The project would generate approximately one-fourth of one percent of the total <br /> traffic impact for the cumulative scenario during the p.m. peak hour. Since the trip <br /> generation for the project was low, there was not an appreciable increase in traffic <br /> 2 <br />
