However, in order to assign some <br /> responsibility to this project to help pay for future street improvements, a mitigation <br /> fee should be established. This funding mechanism requires that each development <br /> pay a fee based on the trip generation of the development. The mitigation fee is <br /> determined initially by adding up the total cost of future road improvements in a given <br /> study area. Then this total cost is divided by the total future trip generation for the <br /> same study area. This yields a cost per trip, and then the mitigation fee can be <br /> established. <br /> Before the total cost of road improvements in a given study area can be determined, <br /> first the need for all road improvements in the area must be justified through a traffic <br /> engineering study, ,end the analysis should show that all roadways and intersections <br /> would operate at a satisfactory level of service (such as LOS C or even LOS D). <br /> Once this is established, then it is possible to assign a realistic cost to build a traffic <br /> circulation system that would operate at a satisfactory level of service at all locations. <br /> i <br /> i <br /> l <br /> i <br /> i <br /> 1 <br /> 3 <br />
