SECTION 2 <br /> NCS BACKGROUND <br /> This section describes NCS Stockton's location within the Central <br /> Valley area (Figure 1) and provides brief background information on <br /> the facility. <br /> NCS Background <br /> The Navy currently operates a NCS on Rough and Ready Island, <br /> Stockton, California. The 1,459-acre island is bounded by the Stockton <br /> Deep Water Channel to the north, the San Joaquin River to the east, <br /> and the Burns Cutoff to the south and west. The island is protected <br /> from the higher surrounding bodies of water by levees and internal <br /> drainage systems. NCS Stockton occupies the entire island, with the <br /> exception of two 13-acre parcels located in the northeastern portion of <br /> the island; these two parcels are owned by oil companies and are <br /> operated as petroleum depots and. transfer stations. In addition, NCS <br /> Stockton leases 405 acres of land to farmers for agricultural uses. <br /> NCS Stockton has served as an active military installation since the <br /> 1940s, when a Naval Supply Depot was commissioned at the location. <br /> In 1965, the supply depot was deactivated and control of the naval <br /> facility was assigned to the NCS, which had been on site since about <br /> 1960. Various industrial and maintenance operations have generated <br /> waste at NCS Stockton, and a variety of waste disposal practices have <br /> been used. <br /> 2-1 <br />
