SECTION 5 <br /> QUALITY AS S URANCEI <br /> QUALITY CONTROL <br /> This section describes the essential elements of the project Quality <br /> Assurance/Quality Control (QA/QC) program. The purpose of the <br /> QA/QC program is to provide an internal means for controlling and <br /> reviewing data collection and management so that the <br /> environmentally-related measurements and data collected by ERM and <br /> its subcontractors are technically sound, defensible, and of known, <br /> documented quality. <br /> Data quality control and assurance is essential and mandatory through <br /> every stage of the project, including project planning, field <br /> implementation, laboratory analysis, and final reporting. <br /> Responsibilities for the QA/QC program in each of these project stages <br /> are described in this section. <br /> Project Planning QA/QC Responsibilities <br /> While all personnel involved in an investigation and in the <br /> generation of data are implicitly a part of the overall project QA/QC <br /> program, certain individuals have specific responsibilities that are <br /> assigned from the beginning of the planning stage. These individuals <br /> are the Principal-in-Charge, Project Manager, and Quality Assurance <br /> Officer. Specific responsibilities of each of these individuals are <br /> described below. <br /> Principal-in-Charge <br /> Mr. Mark Bradford will serve as Principal-in-Charge, providing overall <br /> QA/QC for project planning, project progress, and all deliverables prior <br /> to submittal to NCS and EFAWEST. <br /> Project Manager <br /> Mr. William Spong will serve as Project Manager, managing and <br /> overseeing the day-to-day activities of the remedial investigation.
