SECTION 5
QUALITY AS S URANCEI
QUALITY CONTROL
This section describes the essential elements of the project Quality
Assurance/Quality Control (QA/QC) program. The purpose of the
QA/QC program is to provide an internal means for controlling and
reviewing data collection and management so that the
environmentally-related measurements and data collected by ERM and
its subcontractors are technically sound, defensible, and of known,
documented quality.
Data quality control and assurance is essential and mandatory through
every stage of the project, including project planning, field
implementation, laboratory analysis, and final reporting.
Responsibilities for the QA/QC program in each of these project stages
are described in this section.
Project Planning QA/QC Responsibilities
While all personnel involved in an investigation and in the
generation of data are implicitly a part of the overall project QA/QC
program, certain individuals have specific responsibilities that are
assigned from the beginning of the planning stage. These individuals
are the Principal-in-Charge, Project Manager, and Quality Assurance
Officer. Specific responsibilities of each of these individuals are
described below.
Principal-in-Charge
Mr. Mark Bradford will serve as Principal-in-Charge, providing overall
QA/QC for project planning, project progress, and all deliverables prior
to submittal to NCS and EFAWEST.
Project Manager
Mr. William Spong will serve as Project Manager, managing and
overseeing the day-to-day activities of the remedial investigation. Mr.
5-1
