Mr. Meyers is ERM's Senior Industrial Hygienist and, as
such, he will act as advisor on health and safety issues for the RI
activities. The Safety Coordinator will provide oversight and review
for the development of the Health and Safety Plan, and will have
responsibility for managing site safety activities. In addition, he will
coordinate with the Site Health and Safety Officer(s) to ensure that field
activities are carried out in accordance with the Health and Safety Plan.
Site Health and Safety Officer
Mr. David Betts will serve as Site Health and Safety Officer. Alternate
Site Health and Safety Officers will be appointed, if necessary. The
responsibilities of the Site Health and Safety Officer(s) will include
documentation of the proper sample collection protocols, sample
collection, field measurements, equipment maintenance and
decontamination, and sample Chain-of-Custody documentation.
Additional responsibilities of the Site Health and Safety Officer include
field implementation, evaluation, and field modifications of the
Health and Safety Plan. The Site Health and Safety Officer(s) will also
have the authority to suspend site operations at the investigation site
due to any ineffectiveness of or non-conformance with the Health and
Safety Plan.
Laboratory QA/QC Procedures
All samples will be analyzed by Chromalab of San Ramon, California.
Chromalab is a State-of-California-certified laboratory that maintains
well-established and documented QA/QC programs. Chromalab
strictly adheres to Section 10 ("Quality Control/Quality Assurance") of
"Test Methods for Evaluating Solid Waste" (USEPA Manual 600/4-79-
019, March 1979). Sections of these two documents involving the
QA/QC aspects of sample collection, preservation, and sample
handling are also followed by ERM.
Quality assurance personnel at Chromalab employ a program for
regularly introducing quality assurance (QA) samples into the system.
5-3
