Comment 4: Page 3-11, Removal Action Objective, Site 5C
In addition to sampling the pit, sump, and sediment trap contents, the EE/CA
proposes to sample the soil beneath the pits and sumps for VOCs, SVOCs,
pesticides/PCBs, and metals. The soils beneath the sediment traps will be
sampled for PCBs and metals. If the sample results show concentrations
below levels of concern, the Navy will propose no further action after sump
closure at Site 5C.
The EE/CA should clarify how the sediment traps worked. It is not clear
whether or not the sumps discharged to the sediment traps or what was
discharged into them. ?heir construction details also should be included in
Appendix C. The 4-inch drain line and the storm drain are components of Site
5C. However, the soils in their vicinity have not been sampled. Two soil
samples along the 4-inch drain line and one soil sample near the storm drain
should be taken for pesticides/PCBs and metals analyses. If all of the soil
sampling results show concentrations below levels of concern, the Board will
not require additional soil sampling. However, Site C cannot be closed until
contaminated ground water has been cleaned up.
Response: Text has been added in Section 2.1.1 (Site 5C) to clarify the way the pits and
associated sumps and sediment traps functioned. A detailed drawing (Figure
C-4) of the sediment traps with dimensions has also been added to Appendix
C. i
It is the Navy's intent to collect samples along the 4-inch drainline and at the
storm drain during the future RI and feasibility study (FS). A response action
(if necessary) will be identified using data from the RI/FS and integrated with
a response (if necessary) action for Site 5D, the drainage ditch to which the
storm drain discharges.
It is the Navy's intent to document no further action for the pits, sumps, and
sediment traps if no contaminants above levels of concern are detected in soils
beneath them. No further action for cleanup of groundwater will not be
pursued at this time. Future actions (if necessary) will be taken to address
remaining soil or groundwater contamination beneath pits, sumps, and
sediment traps. The text has been made more specific.
Comment 5: Page 3-10, Removal Action Objective, Site 5J
The EE/CA proposes to sample the soil and ground water (if encountered)
beneath the center of the sump for VOCs, SVOCs, TPH, pesticides/PCBs, and
metals. (f the sample results show concentrations below levels of concern, the
Navy will propose no further action after sump closure at Site 5J.
Figure 2-3 shows that in addition to the sump, an L-shaped channel, a pit,
and a shallow recess are components of Site 5J.
