Box 388 APR 2 7 1995 <br /> Stockton, CA 95201-0388 <br /> ENVIRONMENTAL HEALTH <br /> Subj: Well Installation and Well Decommissioning PERMIT/SERVICES <br /> Naval Communication Station (NCS), Stockton, California <br /> Dear Ms. Hinson: <br /> This letter amends the sections of Additional Investigations Sampling and Analysis <br /> Addendum (addendum) dated August 22,1994 pertaining to well installation and well <br /> decommissioning at NCS Stockton. <br /> Previously the addendum indicated that the monitoring wells would be installed and <br /> decommissioned at NCS Stockton in accordance with the California Well Standards <br /> (California Department of Water Resources [DWR] 1991). As discussed in our meeting <br /> of April 21,1995 at your office, the wells will be installed and decommissioned to meet <br /> the substantive requirements of Ordinance No. 3675, Title 9 of San Joaquin County <br /> (County). This change to the addendum is consistent with the requirements of the <br /> Comprehensive Environmental Response, Compensation, and Liability Act of 1980 <br /> (CERCLA) as amended by the Superfund Amendments and Reauthorization Act (SARA) <br /> of 1986. <br /> As discussed during our meeting, the Navy will comply with the substantive requirements <br /> of Ordinance No. 3675 and will not be required to obtain a permit from the County for <br /> well installation and well decommissioning. Additional, the County will not take any <br /> legal action against the licensed driller performing this service for the Navy. The Navy <br /> will send a copy of a report that summarizes the actual decommissioning activities to the <br /> County for their record once the report is completed. <br /> Per discussions with Mr. Greg Reller, Mr. Mark Reisig and Mr. Mike Stephens of PRC <br /> Environmental Management, Inc.(PRC) on April 21,1995 and April 24,1995, the Navy <br /> has directed PRC to meet the substantive requirements of Ordinance No. 3675 for the <br /> described field activities. Grout consisting of volclay will be placed to a depth of three <br /> feet below grade surface to grade surface for all decommissioned wells. Field activities <br /> are scheduled during the period of April 26 through May 12, 1995. <br />
