As we discussed, the Defense and State Memorandum <br /> of Agreement (DSMOA) is the interagency agreement already in place <br /> in California that covers reimbursement of the costs associated with <br /> providing State services to DoD installations for activities funded <br /> under the DERP. <br /> As you know, PRC Environmental Management, Inc . (PRC) is the <br /> Navy' s contractor for performance of the environmental investigation <br /> at NCS Stockton. On behalf of the Navy, PRC subcontracts for <br /> various field activities, including the drilling of exploratory <br /> borings and monitoring wells . Whenever PRC' s subcontractor conducts <br /> activities that involve the ii.se of drilling rigs, corse penetrometer, <br /> or hydropunch at NCS Stockton, the Navy requires PRC to provide <br /> oversight to ensure that local, state and federal laws and <br /> regulations are met . <br /> Under the Navy' s contract with PRC, reports containing field <br /> results and the boring logs must be signed by a registered geologist <br /> or a professional engineer, and are provided to the California <br /> Regional Water Quality Control Board and the California Department <br /> of Toxics Substances Control for their review and approval .
