government agencies can be obtained on a reimbursable basis pursuant
to an agreement . As we discussed, the Defense and State Memorandum
of Agreement (DSMOA) is the interagency agreement already in place
in California that covers reimbursement of the costs associated with
providing State services to DoD installations for activities funded
under the DERP.
As you know, PRC Environmental Management, Inc . (PRC) is the
Navy' s contractor for performance of the environmental investigation
at NCS Stockton. On behalf of the Navy, PRC subcontracts for
various field activities, including the drilling of exploratory
borings and monitoring wells . Whenever PRC' s subcontractor conducts
activities that involve the ii.se of drilling rigs, corse penetrometer,
or hydropunch at NCS Stockton, the Navy requires PRC to provide
oversight to ensure that local, state and federal laws and
regulations are met .
Under the Navy' s contract with PRC, reports containing field
results and the boring logs must be signed by a registered geologist
or a professional engineer, and are provided to the California
Regional Water Quality Control Board and the California Department
of Toxics Substances Control for their review and approval . If
desired, in the future the Navy can provide these types of reports
to the County for your records .
I hope that this letter provides sufficient information to
satisfy your concerns . If you need additional information, please do
not hesitate to contact me at the letterhead address or by telephone
at (415) 244-2100 . Alternatively, you can discuss these issues with
Lang Huey, the Navy' s Remedial Project Manager at (415) 244-2538 .
Sincerely,
19m4ow
MARVIN D. NORMAN
Associate Counsel
Copy to:
Brad Beeman, NCS Stockton
2
