Box 388 • Stockton, 952 -0 I <<FOR <br /> 209/468-3420 <br /> BAYLAND DRILLING INC <br /> GREENS DRILLING - 24 <br /> 811 HAMILTON AV <br /> MENLO PARK CA 94025 <br /> RE: NAVCOMSTA; ROUGH & READY ISLAND; STOCKTON <br /> CONTRACT TASK ORDER #0282 <br /> ATTN: ROBIN <br /> Pursuant to my Friday, April 14, 1995 meeting with Lang Huey, Remedial Project <br /> Manager, Department of the Navy, drilling activities associated with the "Additional <br /> Investigations Sampling and Analysis Plan Addenda, dated August 22, 1994 as <br /> prepared by PRC may commence with the following comments. <br /> Ms. Huey will prepare an addendum to the document citing San Joaquin <br /> County Public Health Services, Environmental Health Division (PHS-EHD)'s <br /> Well Standards, Section 13; and Ordinance Code #3675 and Development <br /> Code, Title 9. <br /> Section 13.2. Exemptions for Unusual Conditions <br /> Under certain circumstances, the Director of Environmental Health may <br /> waive compliance with these standards and prescribe alternate <br /> requirements. These standards may be waived only where they are <br /> impractical or ineffective because of unusual conditions, or would result <br /> in an unsatisfactory well condition or function. In waiving these <br /> standards, [PHS-]EHD shall, if possible, require that measures be <br /> implemented to provide the same or greater level of water quality <br /> protection than would otherwise be provided by these standards. <br /> The permits fees associated with the permit application for monitoring, <br /> exploration holes (borings), extraction wells, injection wells, vapor probe, or <br /> other wells covered by Section 13 of PHS-EHD Well Standards will be waived <br /> pursuant to the Comprehensive Environmental Response, Compensation and <br /> Liability Act (CERCLA), 42 United States Code, section 9621(e). <br /> A Division of San Joaquin County Health Care Services <br />
