State of California Department of Health Services
Memorandum
To Date
Jim Pinasco October 9 , 1990
Waste management Engineer Subject:
Site Safety
Plan Review for
NAVCOMM Station
Stockton
From
Toxic Substances Control Program
10151 Croydon Way, Sacramento
( 916 ) 855-7843
I have reviewed the "Health and safety Plan Draft" for the
Naval Communications Station, Stockton. My comments to improve
the plan are:
1 . Section 4 . 5 . 1 Potential Chemical Hazards, page 4 . 6
" Based on . . . exceeding 10 or 100 ppm. However . . . Level
D protective clothing) . " If there is any possibility for
this type of exposure , it may warrant higher level of
protection (C or even B) .
2 . Section 4 . 5. 2 . 1 Heat Stress . . . , page 4 . 6
It would be very helpful to provide anticipated weather
conditions , including historic mean and the ranges of
temperatures and relative humidities for both summer and
winter seasons.
3 . Section 4 . 5 . 2 . 5 . Drilling Hazards, page 4-12
Other drilling operation hazards should be mentioned and
discussed. Examples are : equipment and machinery, poor
housekeeping, muddy or irregular terrains , constantly
changing conditions , and noise.
4 . Section 4 . 9 Environmental Monitoring, page 4-17
It would be appropriate to mention the type or make of
organic vapor meter and dosimeters .
5 . Section 4 . 11 . 5 Emergency Spill Control , page 4-22
and Section 4 . 11 . 6 Fire/explosion, page 4-23
This is a site specific health and Safety Plan. Therefore,
it should be made clear what is going to spill , burn or
explode , and explain the methods to be used to prevent them.
