STATE OF CALIFORNIA
GEORGE DEUKMEJIAN, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION `
3443 ROUTIER RC1>D. SUITE A
SACRAMENTO. CA 95827-3098 ^
SEP 919J
14 September 1990
R. S. Moreau
Lieutenant Commander, CEC, U. S. Navy
Public Works Officer
Naval Communication Station
Stockton, California 95203-5000
INTERIM INVESTIGATION WORKPLAN, NAVAL COMMUNICATION STATION, STOCKTON, SAN
JOAQUIN COUNTY
Enclosed are our comments on your Interim Investigation Workplan prepared by the
MARK Group dated 16 July 1990, and received 8 August 1990. This workplan is a
fairly comprehensive hydrogeologic investigation of the Naval Communication
Station site, particularly in regards to assessing the hydraulic relationships
between the underlying water-bearing zones and surface water bodies. This
workplan also concentrates heavily on assessing the potential pathways for the
offsite migration of contaminants, rather than assessing individual source areas
and internal contaminant plume boundaries. We concur with this approach, however
we recommend that the wells proposed in the fire fighting area be relocated (see
comment 2) , and that additional wells be located in the GSA area (comment 3).
The enclosed comments also discuss the need to sample for constituents other than
VOCs (comment 1) , to include an assessment of your underground tank program
(comment 5) , to sample offsite domestic wells (comment 6) , and to modify the
surface water monitoring program (comment 7). In addition, comment 4 states that
additional source characterization and plume delineation work may be required in
the future, depending on the results of this Interim Investigation.
Please review the attached memorandum and submit an addendum to your 16 July 1990
Workplan, addressing our comments, by 15 October 1990. If you have any
questions, please call John Tomko at (916) 455-5712 or Antonia Vorster at (916)
361-5670.
4
d
NI K. J.
