PROPOSEINTERIM
D ACTIONS AND REMOVALS
PROPOSED INTERIM ACTIONS: 'Qi<
1 . The proposed remedial actions include: es
Implementation of periodic water level measurements and water quality sampling
and analysis at existing on-site monitoring wells and surface water monitoring
stations. Also, a subset of strategically located piezometers and
intermediate monitoring wells will be installed. The monitoring wells and
surface water monitoring stations sampling results will be used to confirm or
document changes in past water quality results. Results will also be used to
determine the depth at which groundwater is no longer controlled by the
surface drainage system.
As previously noted in the NAVCOMMSTA Stockton 21 April 89 letter to your
office, laboratory results for surface water samples taken at the discharge to
the Burns Cut-off area (March 1989) indicated that there were not any
detectable levels of contaminants present.
2. Monitoring wells will also be installed around the periphery of the
activity. The periphery wells will provide an indicator as to whether or not
contamination is migrating off-site.
PROPOSED REMOVALS:
1 . Removal actions per the Comprehensive Environmental Restoration
Compensation and Liability Act (CERCLA) are proposed at several of the
Installation Restoration (IR) Site 5 locations. Refer to the ERM-West report
dated August 1989, which was provided to your office for review in September
1989.
The proposed removals include:
AREA A: The sump contents will be removed.
AREA B: The tank will be emptied and removed during first quarter of FY90
(leftover FY89 funds were available for this) , followed by removal of
contaminated soils (based on availability of FY90 funds) .
AREA C: The locomotive pit will be cleaned and contaminated sediments from
sediment traps will be removed.
AREA E: Sludge in both the Imhoff tank and the effluent vault will be removed.
AREA F: The sludge and contaminated soil will be removed.
AREA H: The pesticide storage building will be demolished and removed.
Contaminated surface soils will also be removed.
AREA J: The contents of sumps will be removed.
