4P <br /> CHARTER <br /> TECHNICAL REVIEW COMMITTEE <br /> I . NAME <br /> This organization shall be known as the Naval Communication Station Stockton <br /> Technical Review Committee. <br /> II . PURPOSE <br /> The Technical Review Committee (TRC) is established pursuant to Section 211 <br /> of the Superfund Amendments and Reauthorization Act of IY8a (SARA) to provide <br /> review and comment on actions and proposed actions with respect to releases <br /> or threatened releases of hazardous substances at Naval Communication Station <br /> Stockton. It is the purpose of the TRC to facilitate regulatory and public <br /> participation consistent with applicable laws. Specifically, the role of the <br /> TRC will be to review and comment on results of field investigations and <br /> proposed interim and final remedial actions. <br /> III . ORGANIZATION AND MEMBERSHIP <br /> A. Membership on the Technical Review Committee will include representatives <br /> from the Navy; U. S. Environmental Protection Agency, Region IX; California <br /> Department of Health Services , Toxic Substances Control Division; California <br /> Regional Water Quality Control Board, Central Valley Region; San Joaquin <br /> County, Local Health District; Sar. Joaquin County, Air Pollution Control <br /> District; community and Identified Potentially Responsible Parties <br /> representatives. <br /> B. Navy Installation will appoint a Navy representative to function as <br /> Chairperson the the TRC. The Navy will provide the logistical support <br /> necessary for all meetings. <br /> C. Each of the federal , state, and local regulatory agencies with <br /> responsibility for implementing laws relating to the control of hazardous <br /> substances or the protection of public health may appoint an agency <br /> representative to the TRC. <br /> D. The Navy will request local community leaders to appoint public members <br /> to represent their community interest in the area that—is- impacted or <br /> potentially impacted by response actions at Naval Communication Station <br /> Stockton. It is expected that this public member will have sufficient <br /> technical background and expertise to provide meaningful comment on the <br /> matters to be reviewed. <br /> E. Each identified potentially responsible party may appoint a <br /> representative to the TRC. It is expected that this representative will have <br /> sufficient technical background and expertise to provide meaningful comment <br /> on the matters to be reviewed. <br /> F. The TRC will be established sometime after field investigations have <br /> begun and before the first Remedial Investigation Report is expected to be <br /> produced. The Navy will ensure that the members of the TRC are identified <br /> and that the committee is established in sufficient time to allow meaningful <br /> and timely review of the Remedial Investigation Report. <br /> IV. MEETINGS <br /> A. The TRC will meet as necessary to discuss reports on the results of field <br />
