Landis <br /> California Department of Health Services <br /> Northern California Section <br /> Toxic Substances Control Division <br /> 4250 Power Inn Road <br /> Sacramento, CA 95826 <br /> Subj : INSTALLATION RESTORATION PRO IRAN AT NAVAL CO"M'MUNICATION STATION, <br /> STOCKTON <br /> Dear Mr. Landis: <br /> In response to recommendations made in your 14 March 1989 letter, for the <br /> improvement of the management of Naval Communication Station (NAVCOMMSTA) <br /> Stockton' s Remedial Investigation, a Technical Review Committee (TRC) will be <br /> formed for NAVCOMIASTA Stockton. ,Members of the TRC will include <br /> representatives from WESTDIV, NAVCONIMSTA Stockton , Federal and State <br /> Regulatory Agencies, San Joaquin County, and the local community. We plan to <br /> have an initial TRC meeting at NAVCOMMSTA Stockton prior to the preparation of <br /> any work plans for the Remedial Investigation. <br /> Additionally, as part of the Remedial Investigation/Feasibility Study phase of <br /> the IR Program for NAVCOMMSTA Stockton, the Mark Group will be preparing a <br /> Project tManagement Plan. The Project Management Plan will include an <br /> organization chart with the names and titles of key personnel for the Navy, <br /> Contractor, Subcontractors, and Consultants, and a description of their <br /> individual responsibilities. The Project Management Plan will also include a <br /> schedule which provides the time frames and dates of completion for each <br /> activity conducted under the IR Program. <br /> Other comments and recommendations in your letter addressed specific work <br /> being performed at the time of your agency' s visit to NAVCOMNSTA Stockton. <br /> These comments primarily addressed work plan specifications being followed in <br /> the field (installation and development of monitoring wells, sampling <br /> intervals and wearing of safety hats). These recommendations will be <br /> considered for all future IR work at NAVCOMMSTA Stockton. <br /> Enclosure (1 ) to this letter is the Navy' s response to specific concerns <br /> addressed during a telephone conversation on 31 January 1989 between Fir. Rory <br /> Lovell (Industrial Hygienist, with your office) and Mr. Shannon Sadler (Soil <br /> Scientist, ERM-(,Jest). The telephone conversation concerned the Site Specific <br /> Health and Safety Plan for Site Investigation, NAVCOMMSTA Stockton, California , <br /> prepared by ERM-West. <br />
