Chapter 10 - Standard Operating Procedures <br /> 10 . 0 General <br /> Many guides exist to help personnel accomplish the tasks required <br /> at hazardous waste sites . These guides may focus on <br /> administrative, technical or management procedures. Guides such <br /> as these exist for many other work activities, such as <br /> construction and maintenance activities . These guides are <br /> intended to provide uniform instructions for accomplishing <br /> specific tasks . Safety-oriented procedures are also part of many <br /> types of work. However, at hazardous waste sites, the safety- <br /> oriented procedures become a major part of the preparation for <br /> work activity. The range of unknown conditions, the large number <br /> of potentially hazardous chemicals, and the differing types of <br /> hazards (i . e. , toxicity, radiation, fire, explosion) require the <br /> development of extensive and comprehensive standard operating <br /> safety procedures. These are more elaborate than those needed for <br /> more routine and predictable conditions such as asbestos removal. <br /> The following _ information was adopted from the ESA Manual <br /> "Response Safety Decision Making Workshop" to conform to the scope <br /> of this training manual . The procedures described are intended to <br /> provide uniform instructions for accomplishing specific tasks <br /> during hazardous waste site cleanup operations. This section also <br /> provides examples of selected standard operating safety procedures <br /> typically employed at hazardous waste sites . <br /> 10 . 1 Development of Standard Operating Safety Pro pd+7rps <br /> The health and safety of site personnel is a major consideration <br /> in preparing for abandoned hazardous waste site operations . Tasks <br /> must be conducted efficiently and safely to protect both the <br /> worker and surrounding environment including community residents . <br /> Appropriate equipment, trained personnel, and standard operating <br /> procedures help reduce the possibility of harm to site personnel. <br /> Effective procedures meet the following criteria: <br /> They are written in advance. Developing and writing safe, <br /> practical procedures is difficult when the writer is <br /> responding to an actual incident. <br /> They are based on the best available information, operational <br /> principles, and technical guidance. <br /> 10-1 <br />
