They are field-tested, revidwed, and revised when appropriate <br /> by competent safety professionals. <br /> They are clearly written and appropriate. <br /> They are distributed to and explained to all personnel <br /> involved in site activities. <br /> They include provisions for training and periodic retraining <br /> of response personnel in personal protection and safety. <br /> Many hazardous waste site procedures are based on health and <br /> safety considerations . These procedures are generic in purpose, <br /> but are adapted to meet site-specific requirements . Various types <br /> of environmental samples or measurements help determine each <br /> site ' s hazards and risks and provide additional information for <br /> continued assessment. Each type of on-site activity requires its <br /> own set of health and safety procedures : personnel must work on <br /> site, harmful substances must be prevented from migrating to clean <br /> areas, -and waste must be cleaned up, contained, and disposed. <br /> Each of these activities requires the development or modification <br /> of safety procedures to protect on-site personnel and public <br /> health and the environment. <br /> The standard operating safety procedures that follow primarily <br /> cover site control and entry . . These procedures illustrate the <br /> technical considerations necessary to develop standard <br /> instructions . The procedures for a specific incident require <br /> modification to address conditions dictated by that situation. <br /> 10 . 2 General Measures and Requirements for Hazardous <br /> Waste Sites <br /> 10 . 2 . 1 Introduction <br /> Personnel responding to environmental episodes involving chemical <br /> substances encounter conditions that are unsafe or potentially <br /> unsafe. In addition to the inherent danger from the physical, <br /> chemical, and toxicological properties of the materials present, <br /> danger exists from accidental hazards, such as electricity, water, <br /> heavy equipment, falling objects, and loss of balance or tripping. <br /> The following sections discuss safety measures and precautions for <br /> both inherent and accidental hazards occurring at hazardous waste <br /> sites . <br /> 10 . 2 . 2 Safety Prantires - Personal Precautinns <br /> Do not eat, drink, chew gum or tobacco, smoke, or engage in <br /> any other practice that increases the probability of hand-to- <br /> 10-2 <br />
