10 . 4 Education and Training <br /> All workers involved in hazardous waste site cleanup operations <br /> must be trained to carry out their designated functions. Training <br /> must be provided in the use of all equipment, including <br /> respiratory protective apparatus and protective clothing; safety <br /> practices and procedures; general safety requirements; advanced <br /> first aid; and hazard recognition and evaluation. <br /> Safety training must be a continuing part of the total remedial <br /> program. Periodic retraining and practice sessions not only <br /> create a high degree of safety awareness, but also help maintain <br /> proficiency in the use of equipment and knowledge of safety <br /> requirements . <br /> 10 . 5 Site Survey_ and ReconnPro _ dur- R <br /> 10 . 5 . 1 Introduction <br /> The team initially entering a particular waste site must <br /> accomplish one or more of the following objectives: <br /> Determine, the hazards that exist or potentially exist <br /> affecting public health, the environment, . and response <br /> personnel. , <br /> Verify existing information and/or obtain information about <br /> the facility or site. <br /> Evaluate the need for prompt mitigation. <br /> Collect supplemental information to determine the safety <br /> requirements for personnel initially and subsequently <br /> entering the site. <br /> Before the team enters the site, it should collect as much <br /> information as , possible, depending on the time available, <br /> concerning the type of hazard(s) , degree of hazard (s) , and risks <br /> which may exist . Based upon available information (shipping <br /> manifests, transportation placards, existing records, container <br /> labels, etc. ) or off-site studies, the team should assess the <br /> hazards, determine the need to go on site, and 'identify initial <br /> safety requirements. <br /> 10 . 5 . 2 Preliminary_ On-Site Evaluation <br /> The initial on-site survey should determine, on a preliminary <br /> basis, hazardous or potentially hazardous conditions and rapidly <br /> identify the immediate hazards that may affect the public, <br /> 10-6 <br />
