Box 2089 <br /> Stockton, CA <br /> NO FURTHER A CTION REQUIRED, SITE 8, FORMER NAVAL COMPUTER AND <br /> TELECOMMUNICATIONS STATION(NCTS) STOCKTON, ROUGHAND READ YISLAND, <br /> SAN JOAQUIN COUNTY <br /> Staff of the Central Valley Regional Water Quality Control Board (Regional Board) has reviewed the <br /> Rough and Ready Island Site 8 Closure Report, dated 22 January 2004 (Closure Report) submitted by <br /> the Environmental Risk Services Corporation on behalf of the Port of Sacramento (Port). As you are <br /> aware, this site is identified as a known or potentially contaminated area that requires further action <br /> under the July 2003 Consent Agreement between the Port of Stockton (Port) and the State of California. <br /> The Consent Agreement establishes the process and timetable for the completion by the Port of the <br /> response and corrective actions required at Rough and Ready Island in a manner consistent with the <br /> National Contingency Plan. <br /> This letter confirms the completion of site investigation of surface and subsurface soils located at Site 8, <br /> a former Navy operated railroad yard, located within the former landfill area at the former NCTS <br /> Stockton and immediately west of the main warehousing areas of Rough and Ready Island. A summary <br /> of analytical results from previous site investigations performed at this site is presented in the Closure <br /> Report. Site 8 was reportedly used since 1945 by the Department of the Navy(Navy) as a storage area <br /> for machinery, surplus military goods, wood and plastic materials. A historic records review conducted <br /> by the Navy showed no record of a release or spills of hazardous materials at the site. No evidence was <br /> found during the past geophysical survey and trenching activities conducted by the Navy to investigate a <br /> possible landfill area thought to be located in the southwestern portion of the site. <br /> Based on our review of monitoring data presented in the Closure Report, residual soil contamination is <br /> limited to relatively few locations where low levels of volatile organic constituents,primarily acetone <br /> and tetrachloroethene (PCE) at concentrations below 25 parts per billion (ppb), total petroleum <br /> hydrocarbons as Diesel (TPH-d)below 25 milligrams per kilogram (mg/kg), and motor oil compounds at <br /> concentrations less than 140 mg/kg,were detected in the shallow(from 0 to 3 feet below ground surface <br /> (bgs) vadose zone. A number of metals were also detected in shallow soils at concentrations reported to <br /> be within, or slightly above, the range of background screening levels for soil at NCTS Stockton. <br /> Although groundwater monitoring data indicates that Site 8 groundwater has been impacted by metals, <br /> including arsenic, barium, mangenese and copper, as well as volatile organic constituents, primarily <br /> ethylbenzene, trichloroethylene (TCE), cis-1,2 dichloroethylene (cis-1,2 DCE), and PCE, and TPH-d, <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br />
