Commander, CEC, USN FERMIS AL <br />Naval Communications Station, Stockton (SERVICES HEALTH <br />Rough and Ready Island <br />Stockton, CA 95203-5000 <br />Dear Commander Michlin: <br />RI/FS INVESTIGATION FOR THE RESTORATION OF NAVAL COMMUNICATIONS <br />STATION, STOCKTON (NAVCOMM) <br />This letter is to bring to your attention several comments <br />regarding your Installation Restoration Program (IRP) at <br />NAVCOMM. <br />The IRP program at NAVCOMM is presently conducted by two <br />contractors. One contractor, The Mark Group, is <br />investigating four sites suspected of being the major <br />sources of contamination at NAVCOMM while the other <br />contractor, ERM West, is investigating eleven smaller sites <br />included in your IRP. We are concerned that without proper <br />coordination between the regulatory agencies (DHS, RWQCB, <br />EPA, and San Joaquin Co. Health District) and NAVCOMM, your <br />IRP will not proceed in an adequate and timely manner. In order <br />to assure that the regulatory agencies are kept appraised of <br />ongoing activities, DHS requests a schedule be developed for each <br />contractor. The schedules will address commencement and <br />completion dates of all tasks including statements of work, <br />remedial investigations, feasibility studies, remedial action <br />plans, interim remedial measures, and major events of community <br />relations. This proposed schedule should be submitted to each <br />agency for review and approval within 45 days of receipt of this <br />letter. <br />Prior to finalizing a workplan by either present contractor, <br />or any future contractor, NAVCOMM should submit these documents <br />to the regulatory agencies in draft form for review and comment. <br />After NAVCOMM receives the agency comments, a technical meeting <br />can be scheduled to finalize the workplan. <br />NAVCOMM should not limit it's investigation to sites already <br />discovered. Efforts to incorporate other possible sites into the <br />IRP should continue. Known candidates for inclusion are the <br />storm drain near building 411 and NAVCOMM's underground tanks. <br />The following are recommendations for the workplan produced <br />by ERM West. As this workplan is a preliminary draft, no <br />technical comments are offered: <br />
