Commander Michl—
Page 2
May ^_F, 1988
1) The sites outlined in the workplan are assigned to a
lead agency for jurisdiction. Each rE_.latory agency has
it's own independent laws for guidance and authority. As
such, each agency may have jurisdictic-. over each site.
Therefor it is recommended that a drams= copy of the workplan
be provided to each agency for review _rior to finalizing
it.
2) Prior to any commencement of work, __ health and safety
plan must be provided to the Departmen= for review.
These comments and recommendations are base4- on conversations
with Dennis Fields and observations made during the site visit of
5/4/88. The California Regional Water Quality Control Board has
reviewed this letter and concurs with these comments. I hope
they will prove helpful to your program at ?.VCOMM.
