David Wang <br />Page 3 <br />September 16,, 1988 <br />The report concludes, and data appears to verify, that <br />contamination in the shallow aquifers is dispersed at low <br />levels except for a few localized hot spots. Staff <br />recommends that during the upcoming work phase WESDIV <br />develop interim remedial measures (IRMs) to control/remedy <br />these hot spots. IRMs should be consistent with long term <br />remedial planning. <br />In order to understand the movement of contaminants, <br />additional subsurface characterization is essential. <br />Cross-sections of the areas under study need to be <br />developed. An additional tool to use in the investigation <br />would be geophysical logs (E -logs). Staff recommends WESDIV <br />and the Mark group use four inch diameter wells. They are <br />easier to develop and permit the use of a larger pump for <br />purging. <br />Through discussions with base and WESDIV personnel, it has <br />become apparent that within the next few months the Navy <br />will no longer have staff with a background on this project. <br />It is imperative that NAVCOM acquire experienced and <br />sufficient staff members to oversee this project at the base <br />level. Without such base personnel, the Navy looses any <br />continuity in the management of the CERCLA/SARA program. <br />Such continuity is important in the timely conclusion of the <br />program. <br />SPECIFIC COMMENTS <br />Page 11, section 3.2.1: <br />The report describes a buried stream channel that may <br />be a zone of greater permeability. Is the data <br />sufficient to confirm this hypothesis, or does <br />additional characterization need to be performed? <br />Page 28, section 5.1.1: <br />The report states selected piezometer casings were <br />filled with organic free water after steam cleaning. <br />Analysis of this water does not appear to be included <br />in the report. Since there was an issue of <br />contamination regarding the casings, staff requests <br />this analysis be forwarded for review. <br />Page 41, paragraph 1: <br />Kleinfelder entered their data base on floppy disks. <br />Staff requests information on what program format the <br />disks are encoded. If the disks can be loaded into a <br />Lotus 1-2-3 or Dbase III plus program, staff requests <br />that copies of the data base be forwarded to the <br />
