Michl in :iLCC/��� <br />VIOLATIONS NOTED ON INSPECTION OF NAVAL COMMUNICATION STATION ON <br />JULY 21, 1987 <br />On July 21, 1987 the Department conducted an informal inspection <br />of the Naval Communication Station to acquaint the Department's <br />Site Mitigation Unit with your facility. During the inspection I <br />noticed a number of violations of the Title 22 regulations. The <br />permitted storage building 804A, operated by DRMO several <br />violations. The violations were: (1) No accumulation date on <br />hazardous waste labels. (2) PCB transformers did not have a <br />hazardous waste label on them. (3) PCB wastes that are stored <br />for disposal can only be stored for one year. There were several <br />drums and transformers that were in storage for more than one <br />year. DRMO has 60 days to correct the violations found in Bldg <br />804A, the Department will schedule another inspection to ensure <br />compliance. <br />In Bldg 805, operated by DIPEC, there were two pieces of <br />machinery that were certified to contain more than 5 ppm PCB. <br />The State of California regulates PCB as a hazardous waste if the <br />liquid concentration exceeds 5 ppm. Since PCB oil (a liquid) was <br />used for lubrication of the machinery, our Department would <br />regulate the machinery as a hazardous waste. In order for DIPEC <br />to avoid permitting Bldgs 805 and 810 as hazardous waste storage <br />facilities, DIPEC has 60 days to submit to the Department a plan <br />for checking all of their inventory for machinery with more than <br />5 ppm PCB. This plan should also include: (1) the amount of time <br />DIPEC will take to certify all of their inventory is less than 5 <br />ppm PCB (2) the procedure for handling machinery with more than <br />5 ppm PCB (3) Implementation of procedures to ensure that no <br />machinery with more than 5 ppm PCB will be stored in Bldgs 805 <br />and 810 for longer than 90 days. In light of the PCB spills in <br />the recent past at Bldgs 805 and 810, having DIPEC check their <br />inventory would be an intelligent decision for DIPEC and the <br />Naval Communication Station. <br />
