The above three sites ire identified as sites having the highest potential <br />Tor polluting the env. ,nment by the Initial Assessmet Study of the entire <br />station. The pollution potential is especially high for the large former <br />landfill site (about 200 acres), where essentially all of the station's wastes <br />were deposited in the past (presently, there are no on -station waste disposal <br />sites). <br />The sampling plan described in the IAS report is only,preliminary and will be <br />developed in greater detail during the Confirmation Study phase. The Navy is <br />currently in the process of advertising for engineering service for the <br />Confirmation Study phase of the NACIP program for NAVCOMMSTA Stockton. An <br />architect -engineer contract for the study is expected to be awarded in April <br />1985. Regulatory agencies, such as your Board, will be requested by the Navy <br />to provide input to the sampling plan developed by the contractor. Through <br />this process, we are confident that the Board's concern on the plan design and <br />its present deficiency in areas of hydrogeology and soil/groundwater sampling <br />will be addressed. <br />Normally the development of a clean-up plan for the station will take place at <br />the conclusion of the Confirmation Study. Any clean-up action will be <br />implemented during the Remedial Measure phase of the NACIP program. However, <br />clean-up planning/action could be immediate if information gathered during the <br />Confirmation Study warrant such action. <br />The remainder of the Board's comments are addressed by the following: <br />a. Where is the "golf course well"' and has it been sampled for <br />contamination? -- The golf course well is located at the east end <br />of Rough and Ready Island about 200 feet north of the Railroad <br />Bridge. Well water is used for irrigation and fire fighting. No <br />sampling has been done for water quality. <br />b. What is the intergrity of the waste tanks associated with building <br />707, 803, 816B and 816C? -- The tank associated with building 803 is <br />above ground and shows no apparent deterioration. The tank associated <br />with building 816C will be removed. Tanks associated with buildings <br />707 and 816-6 have been addressed in the operation plan filed with the <br />Department of Health Services as part of the Part B application for <br />a hazardous waste storage permit for the station. Additjonalv,_ <br />these tanks will be <br />operated in compliance with applicable. <br />under r„�ou_nd tank regulations. <br />We trust that the above has adequately addressed the Board's comments <br />expressed in your 14 November 1984 letter.
