Specifically, your Board <br />requests our submittal of an amended investigation and clean-up plan <br />addressing the Board's comments in the letter. <br />The IAS report was the result of the Initial Assessment Study phase of our <br />Navy Assessment and Control of Installation Pollutants (NACIP) program. The <br />NACIP program is designed to identify contamination of Navy lands resulting <br />from past operations and to institute corrective measures, as needed. <br />Specifically, the NACIP program consists of three distinct phases: <br />Initial Assessment Study. Performing record searches and personnel <br />interviews to collect and evaluate all evidence supporting the exist- <br />ence of a contamination problem at an installation. This phase has <br />been completed for the entire Navy facility at Stockton. <br />Confirmation SStuudd,& Performance of on-site investigations, including <br />physical and analytical monitoring, to confirm or refute the <br />existence of contamination reported during the Initial Assessment <br />phase. If contamination is present, the study will quantify the <br />extent of the problem, and if necessary, recommend corrective <br />measures. <br />Remedial Measures. Installation of needed remedial measures to <br />control and mitigate contamination. <br />The IAS report contains a recommended sampling plan to identifit soil and <br />groundwater contamination at the Naval Communication Station (NAVCOMMSTA) <br />Stockton. As per the letter sent to your Board on 23 August 1984 by <br />NAVCOMMSTA Stockton accompanying this report, two sites within ;;he station <br />will be subject to the Confirmation Study, namely, the former landfill site <br />and the fire fighter training area. Another site, the General Services <br />Administration (GSA) residual storage area, will be subject to soil sampling <br />by late December 1984 and a clean-up plan for this site will be developed by <br />March of 1985. (The GSA site is being investigated separately by GSA in <br />coordination with the Navy). <br />GPO 791-034 <br />
