0 <br />-3- <br />Inspection Report - GSA <br />Allied Petroleum (Modesto) between October 1981 and September 1982. King <br />Oil (Hercules, 415-233-7200) has the current contract. Mr. New stated the <br />reason GSA waits so long between oil disposal dates is because it takes <br />that long to generate enough for a hauler to be interested. Mr. New also <br />said they generate waste batteries (vehicle as well as forklift), some of <br />which have been held in storage up to three years. The electrolyte has <br />not been drained from the batteries. <br />VI. Violations <br />A. Health and Safety Code, Division 20, Chapter 6.5 <br />1. Section 25154 - GSA unlawfully handled, stored, and disposed of <br />hazardous waste. <br />2. Section 25159.6 - GSA is not complying with regulations adopted <br />by the United States Environmental Protection Agency, of Public <br />Law 84-850, as amended, within the meaning described in Section <br />25159.6. <br />3. Section 25160 - GSA failed to provide the driver of a vehicle <br />with a list as provided for in this Section. <br />4. Section 25189(b) - GSA negligently violated provisions of this <br />Chapter. <br />5. Section 25189(d) - GSA negligently disposed of and caused the dis- <br />posal of hazardous waste at a point which is not authorized accord- <br />ing to the provisions of this Chapter. <br />6. _Section 25189(a) - GSA disposed of and caused the disposal of <br />hazardous waste at a point which is not authorized according to <br />the provisions of this Chapter. <br />7. Section 25201 - GSA stored hazardous waste for more than 90 days, <br />and disposed of hazardous waste at an onsite facility without <br />obtaining a Hazardous Waste Facility Permit from the Department <br />to use and operate the facility. <br />B. California Administrative Code, Title 22, Division 4, Chapter 30 <br />1. Section 66387 - GSA disposed of hazardous waste at a facility which <br />does not have a Hazardous Waste Facility Permit from the Department. <br />2. Section 66470(a -b) - GSA failed to manifest hazardous waste trans- <br />ported off-site to a recycling facility. <br />3. Section 66475(a -g) - GSA failed to follow manifest procedures as <br />a producer of hazardous waste. <br />
