<br /> 12, 410A,AND 508, NAVAL COMPUTER AND TELECOMMUNICATIONS STATION(NCTS),

<br /> Thank you for your response to the Board's comments of 16 November 2000 on the Draft Final
<br /> Environmental Investigation and Closure Report, OWS Sites at Buildings 12, 410A, and 508 at NCTS,
<br /> Stockton. With regards to OWS Site 508, we have received the Final Work Plan for OWS Remedial
<br /> Investigation at Buildings 508 and 617, dated 30 January 2001.
<br /> The Navy's response to OWS site at Building 410A states that groundwater quality has been adequately
<br /> evaluated at the site based on information provided in a report by Tetratech Environmental Management,
<br /> Inc., and Levine-Fricke titled "Pre Draft Remedial Investigation, Operable Unit 1. " We have not
<br /> received a copy of the subject document. Nevertheless,we agree that past investigations at Site 6,
<br /> adjacent to OWS 410A, may provide information that can be directly correlated to the investigation of
<br /> the OWS at Building 410A. The Navy should submit additional information(i.e., maps, tabulated data)
<br /> and an evaluation of the data from both sites justifying the statement that an, "...additional groundwater
<br /> investigation is not warranted." We maintain that additional sampling may be warranted based upon the
<br /> Navy's assessment of the combined data. Depending upon the costs involved, the Navy may choose to
<br /> complete the current investigation by taking grab groundwater samples during the wet season as
<br /> proposed in our letter of 16 November 2000, and completing the investigation at OWS 410A.
