We have provided <br /> comments on each site as below: <br /> Building 12 OWS <br /> The NCTS Fire Department utilized Building 12 as a storage area for two fire boats and <br /> equipment. The OWS was associated with a boat wash-down area, which was used <br /> intermittently to rinse the boats exteriors. The principal elements of the OWS system include the <br /> Building 12 catch basin, a wash pad catch basin, an OWS, a 285-gallon waste oil tank, and <br /> connected piping. The OWS system was installed in 1988 and has subsequently ceased <br /> operations in approximately 1997. The OWS was cleaned out and fluids were removed from the <br /> waste-oil tank as part of the Navy's decommissioning of the OWS system in 1999. The contents <br /> of the waste oil tank were removed and the interior of the tank was pressure washed, as well as <br /> steam cleaning the interior of the vault containing the tank. The catch basin, OWS and floor <br /> drain inside Building 12 were decommissioned by filling the components with cement. <br /> Investigations in September and October of 1999 included soil and grab groundwater sampling <br /> for TEH as diesel, TEH as motor oil, TVH as gasoline, BTEX, gas oxygenates, VOCs, SVOCs, <br /> PCBs, and CAM 17 metals. Based upon analytical results, we find that there is no significant <br /> risk to the environment from the former OWS system. <br /> Based on the information in the above-referenced document and with the provision that the <br /> information provided to this agency was accurate and representative of site conditions, this <br /> agency finds that the site investigation at Building 12 for the former OWS requires No Further <br /> Action. <br /> California Environmental Protection Agency <br /> �a Recycled Paper <br />
