We find that the Navy has satisfied our concerns <br /> regarding water quality issues for those stockpiles that have been sampled; therefore, we agree that the <br /> soil may be used to backfill the excavated area on Site 4 only. The Navy proposes to pave the area with <br /> asphalt-concrete for eventual use as a parking lot and vehicle turn-around area. <br /> Thank you for providing further clarification regarding our concerns and providing Table 8. As noted in <br /> your letter of 28 February 2000, the Department of Toxic Substances Control or the California <br /> Department of Fish and Game have not provided comments on the original document of 23 March 1999. <br /> Because the document addresses Human Health Risk Evaluation and Ecological Risk Evaluation, we <br /> recommend that you acquire their approval prior to backfilling the treated soil into Site 4. <br /> If you have any questions please contact me at (916) 255-3078 or schwabk(a rb5s.swrcb.ca. osovv. <br /> KimA.
