The Pistol Range is located in the southwest portion of the island, adjacent to
Burns Cutoff. The range was used for small arms qualification exercises and explosive devices were
detonated as part of anti-terrorism training courses. This document incorporates the initial site
investigation with preliminary results of soil sampling on Parcels 151 and 152.
We request the Navy pursue additional sampling and analysis to delineate the extent of contamination at
the facility. Our comments are as follows:
1. Figure 5 shows sample areas on the front, right, and left berm. The small table on the right, upper
corner of the figure does not clearly show individual sample results. Please provide tables
summarizing all data collected during the initial site assessment that clearly depicts the sample
number, depth, and corresponding results.
2. Sample P151-PR-11P, collected south of Building T1121, contained 4.0 ppm DDE and 3.6 ppm
DDT, which exceeded residential PRGs and industrial PRGs, respectively. Sample results should
also be compared to established background concentrations. Investigations at site IAS-09 have
shown that DDT,ota,(DDT, DDD and DDE) is soluble>3.56 mg/kg. The Navy should propose
additional sampling to verify the extent of this impact on surface water and groundwater.
3. Statistical analysis of the lead data is compared to Industrial PRGs as shown in a table on page 15.
Data should be compared to established background concentrations for lead in soil. Based on this
comparison, the Right Berm, Left Berm, Front Berm and Range Floor exceed background
concentrations for lead. Please adjust the sampling and analysis plan to incorporate step-out
sampling both horizontally and vertically from these specific sampling locations to delineate the
impacts of lead above the background level of 20 ppm.
California Environmental Protection Agency
ca Reclycled Paper
