In response to Mr. Storey's inquiry, Mr. Beeman confirmed that only clean property that is <br /> certified by the State will be transferred to the Port. Ms. Huey added that none of the Phase I <br /> property is an IR CERCLA site. Mr. Austreng stated that the Port is part of the cleanup team. Ms. <br /> Schwab and Ms. Huey stated that CERCLA requires the Navy to be responsible for any further <br /> cleanup caused by Navy practice. Mr. Beeman stated that the Port will own and operate the whole <br /> facility, but the RAB and the IR program will continue. There will be no changes with respect to <br /> cleanup of IR sites. <br /> III. STATUS OF VARIOUS CLEANUPS/INVESTIGATIONS <br /> Site 19 Soil/Debris Removal <br /> Mr. Beeman stated that Site 19 is the circular dirt road located West of the five warehouses, on <br /> the Southern portion of the island. Unused levee materials were dumped on this area, such as <br /> soil, asphalt, concrete, steel, and lumber. Analysis did not show any contamination. There was <br /> concern that semi-volatile organic compounds (SVOCs) may be underneath the piles. <br /> The Navy allocated funds for a contractor to haul away a specific amount of material, which <br /> proved to be underestimated. As a result, there are piles of soil that must either be spread or <br /> hauled off. The data analysis will determine which option to take. This parcel will be transferred <br /> to the INS. The drainage channels and soil piles have silt fences to prevent erosion. The piles are <br /> also sprayed with,polymer and seeded to make them adhere together. Mr. Beeman stated that the <br /> Navy would like to spread the soil piles and raise the ground level. <br /> Pistol Range Investigation <br /> Mr. Beeman stated that this site is located Southwest of Site 19. This parcel will also be <br /> transferred to the INS. The front berms, side berms, and floor level were sampled for lead. A <br /> bullet and fragment count was conducted. The Navy turned the analysis over to TtEMI, who will <br /> put together a Work Plan which will be issued to the regulators in December. The Work Plan will <br /> define any additional sampling needs. The Navy went to three feet into the berm. In the past, <br /> some soil was put over the top of the berm, which makes it necessary to look deeper to determine <br /> the extent of the contamination. The Work Plan will also recommend which areas need to be <br /> excavated, cleaned up, or hauled off. <br /> Cleanup of DDT-Contaminated Soil <br /> Ms. Huey stated that IT Corporation(IT Corp.) is treating about 1,400 cubic yards of DDT- <br /> contaminated soil which was excavated from three areas in 1994. Some of the soil originated <br /> from a former General Services Administration(GSA)-damaged container storage area, which <br /> stored DDT drums. Over 1,000 cubic yards of soil were excavated from Site 5H, a building in <br /> which pesticide bottles were cleaned and the residual pesticides dumped in the ground. About <br /> 250 cubic yards of soil were removed from a former drainage swale on Site 5G. <br /> The soil extraction technology is proving to be effective and should be completed by the end of <br /> November. IT Corp. will demobilize by December or January. The maximum concentration was <br /> 6 <br />
