STATUS OF THE TRANSFER <br /> Mr. Verkerk stated that the majority of.the island will be'transferred to the Port in three phases. <br /> Phase I, which primarily consists of the warehouse areas,will be transferred to the Port in the <br /> very near future. The Navy made a presentation'fo the Port Commissioners on 1 November <br /> regarding the property transfer. The Commissioners are reviewing the associated documents and <br /> legal issues. <br /> About 40 percent of the island will be transferred during Phase I, with the Port taking over the <br /> host responsibilities. The remaining 60 percent will be leased for 25 years; it is still undergoing <br /> environmental cleanup and has yet to meet the requirements for transfer. This remaining <br /> percentage constitutes Phases II and III. Phase II consists of 20 percent of the land and will be <br /> transferred in about.one year. Phase III will be a series of property transfers. Mr. Verkerk stated <br /> that the Navy is spending more money to clean the island than was spent to run it. <br /> Mr. Fennessy stated that any sites with no ecological threats will be moved to OU-2 to expedite <br /> transfer. <br /> The second transfer will be a federal-to-federal transfer of 55 acres, from the Navy to the INS. <br /> The boundary lines are being worked out with the Port. The transfer will occur within the next <br /> year; it is separate from the three phases described above. <br /> V. OPEN DISCUSSION <br /> Ms. Schwab stated that the County is involved in the UST and oil/water separator cleanup. Mr. <br /> Beeman replied that similar to the IR sites, UST sites cannot be transferred until the State <br /> approves of it. There are no actual USTs at present, but the sites in which USTs were previously <br /> stored are now being cleaned. <br /> Mr. Beeman stated that a fact sheet on the property transfer process will be issued within one <br /> month. <br /> VI. REVIEW NEW ACTION ITEMS <br /> Review Action Items <br /> Ms. Huey stated that there were no action items. She suggested a presentation on the OU-1 <br /> results for the next meeting. <br /> In response to Mr. Beeman's inquiry, Ms. Huey stated that the decision on IAS-9 is dependent on <br /> 7 <br />
