thanked Ms. Huey, EFA-West, and Chris Fennessy, Tetra Tech EM Inc. (TtEMI), for preparing a
detailed Gantt chart of the Operable Uxiitstand all the activities that'accompany them. He said
that this detailed information helps laim to-decide how to"balance his resources related to
monitoring these activities. r _ ,:..
Mr. Beeman added that the new Port Environmental Manager, Jay Jahangiri, attended the last
RPM meeting, and he will be taking a more active role by participating in the RPM meetings,
advanced management team, and the RAB.
Mr. Austreng continued his synopsis of the RPM meeting with an update on the pistol range
work plan. The Sample Analysis Plan is due in September. He explained that there are two
ongoing programs in the pistol range investigation cleanup; one is coordinated by the Navy from
EFA-West in San Bruno, and Mr. Beeman is also leading some investigation activities with
NCTS monies. However, programmatically it doesn't matter to the state whether there are one or
more programs, since they are incorporated with everything else in the overall cleanup program.
The main concern is that the work be completed and that it be consistent with the environmental
investigation programs at other bases that have pistol ranges.
Mr. Austreng mentioned the time-critical stormwater drainage removal action and the amount of
material that has been excavated. Ms. Huey noted that there would be a status report on the
drainage channel dredging later in the meeting.
Mr. Austreng stated that a preliminary report on the Eco-Risk Assessment was given to the state
regulators for review to see if their approach in assessing the risk to the ecological system is
consistent with risk assessments undertaken elsewhere. He said that the Department of Fish&
Wildlife also has a copy of the preliminary report. Ms. Huey noted that U.S. EPA guidelines
were followed in preparation of this report.
III. ADDRESS PREVIOUS ACTIONS
Finalize meeting minutes of 13 May 1999
Mr. Beeman called for approval of the minutes; no comments were voiced, and the minutes were
approved as written.
Update on whether funding for cleanup included in recent federal omnibus bill
As an update to a question from Robert Bentz, Jr., community member, at the last RAB meeting,
Mr. Beeman stated that he did not know of special funding for DoD or military base cleanup that
was pulled out of regular operating funds or from the recent federal omnibus bill. He said that if
he locates the information, he will apprise the RAB members.
2
