Information provided for our review
included the certified laboratory analysis notarized in the State of Texas on 20 October 1999, copy of
Federal Code of Regulations (40 CFR Parts 400-424 and Parts 87-135), specifications,Base-Seal
Products Warranty, Material Safety Data Sheet (MSDS), and letters of recommendation from previous
Base-Seal clients.
The application of this polymer involves the spraying of the product on stockpiles of contaminated soil
and debris. The purpose is to prevent erosion of stockpiles located on Installation Restoration Site 19
which have been disturbed as part of a recent Removal Action. The Navy anticipates acquiring
additional funds to finish the Removal Action in the near future. In the mean time, the application of the
polymer is proposed to prevent soil erosion. The Navy has also stated that silt fences will be installed
around the entire area in anticipation of the rainy season.
Based on our review, we find the material acceptable for application on Site 19. Please inform the
Board 48 hours prior to application so we may plan to observe operations.
If you have any questions please contact me at (916) 255-3078 or schwabkArb5s.swrcb.ca. osovv.
J::A Schwab
Associate Engineering Geologist
cc: Mr. Jim Austreng,Region 1, DTSC
Mr. Ron Rowe, San Joaquin Environmental Health Dept., Stockton
Mr. Scott Flint, Dept. of Fish and Game, Sacramento
Mr. Jay Jahangiri, Port of Stockton
Ms. Christine Baumgardt, Luce,Forward,Hamilton and Scripps, San Diego
KAS:NCTS Sitel9l3aseSeal
California Environmental Protection Agency
Qa Recycled Paper
