Board staff included Ms. Kim Schwab, <br /> Associate Engin;,ering Geologist, and Mr. Paul Sanders, student. The weather was clear, sunny, and <br /> warm. We spent approximately one (1) hour observing trenching and soil sampling activities. Digital <br /> pictures were taken for illustration. <br /> BACKGROUND <br /> The City of Stockton acquired an easement to install wastewater treatment plant interceptor piping <br /> across NCTS, Stockton property owned by the Navy. The Board has been involved in the review of <br /> environmental documents designed for sampling and analysis of soil and groundwater quality. <br /> Sampling and analysis of soil and groundwater extracted from trenches is performed to ensure that <br /> uncontaminated and/or contaminated media are handled adequately. The Environmental Workplan for <br /> the Westside Sewer Interceptor Improvements on Rough and Ready Island prepared by Clayton <br /> Environmental Consultants, revised 31 October 1995, and associated addendum and letters, reflect the <br /> details of the en-vironmental investigation. Among other information, these documents describe soil and <br /> groundwater sampling and analysis, disposal of contaminated media, as well as quality assurance <br /> control. These documents will hereafter be referred to as the "Clayton Plan." <br /> OBSERVATIONS AND COMMENTS <br /> We parked the State vehicle on the northern end of the blocked off construction area along Humphries <br /> Boulevard. Trucks and heavy equipment were moving back and forth along the west side of the road <br /> adjacent to trench excavation and compaction activities. Pipe was stored on the east side of Humphries <br /> Boulevard. Photo #1 is looking south along Humphries Blvd. Photo#2 shows silt fencing <br /> incompletely staked along the cobble-lined drainage ditch on the east side of Humphries Blvd. Photo #3 <br /> depicts two men directing the installation of sewer pipe to the trench. Photo#4 is a view looking north <br /> showing vehicular traffic on both sides of the trenching activities. Two men stayed in the trench while <br /> excavation pro`ar--ssed. Workmen would often climb into the pipe to avoid the trenching shovel.
