Enclosed is an inspection report describing our observations <br /> during the inspection performed on 25 March, 1999. The inspection report also includes copies of <br /> photos. <br /> Based on our observations, we have determined that Health and Safety procedures and soil sampling <br /> techniques do not comply with the approved Environmental Workplan for the Westside Sewer <br /> Interceptor Improvements on Rough and Ready Island prepared by Clayton Environmental Consultants, <br /> revised 31 October 1995, and associated addendum and letters. These documents describe the details of <br /> the environmental investigation and Health and Safety procedures to be performed by contractors under <br /> the purview of the City of Stockton. Among other information, these documents also describe disposal <br /> of contaminated media, as well as quality assurance control. <br /> We have concluded that soil analytical data from this project would not be considered viable <br /> information in determining whether a parcel has or has not been impacted under the CERCLA remedial <br /> investigation process. The Board requests the Navy assure that the City of Stockton and its contractors <br /> comply with approved plans in order to achieve the quality assurance necessary to support that no <br /> radeases have occurred on this property. In this regard, we recommend the Navy investigate soil and <br /> groundwater quality sampling and analysis techniques to verify whether Sverdrup and Precision Enviro- <br /> Tech are complying with approved plans, as well. <br /> If you have any questions, please contact me at (916) 255-3078 or schwabk@rb5s.swrcb.ca.gov. <br /> Kim A.
