• Wipe sampling of the surfaces of the sump and analyses of the samples, to monitor the
effectiveness of the decontamination action.
• Backfill with clean soil followed by compaction of the soil, with the objective of abandoning the
sump in place. Rationale behind the selection of this removal action for Area J is described in
Sections 5.0 and 6.0.
• Installation of a 6-inch-thick concrete surface on top of compacted soil, to match the existing floor
level.
3.0 IDENTIFICATION OF REMOVAL ACTION OBJECTIVES
r
The removal action objectives for the three areas (A, C and J) at Site 5 are:
• To identify and remove potential sources of contamination that may be released to the surrounding
soil and ground water from the sumps and pit that are suspected of leaking.
• To abandon the sumps and pit or reuse them as deemed appropriate after cleanup.
In carrying out these objectives, a removal action schedule was developed, and all applicable or
relevant and appropriate requirements (ARARs) related to sump cleanup were reviewed.
3.1 REMOVAL ACTION SCHEDULE
The primary intent of this removal action is to reduce the immediate threat of contaminant release from
the sumps to the environment. Because of the urgent need to initiate these removal activities, the removal
action at Site 5 is defined as time critical. The following dates are proposed for implementing the sumps and pit
removal activities subject to approval by the Navy. This removal action schedule is based on an anticipated 21
days' review time for regulatory agencies, and 14 days' review time for the Navy.
Milestones Dates
Draft POAM November 8, 1990
Final POAM December 18, 1990
Revised Final POAM January 18, 1991
Draft EE/CA December 3, 1990
Final EE/CA January 18, 1991
Revised Final EE/CA February 18, 1991
9
