Draft Plans/Specifications March 18, 1991 <br /> Final Plans/Specifications April 8, 1991 <br /> Revised Final Plans/Specifications May 1, 1991 <br /> Bidding/Contract Award June - July 1991 <br /> Removal Actions August - October 1991 <br /> 3.2 APPLICABLE OR RELEVANT AND APPROPRIATE REQUIREMENTS (ARARs) <br /> The ARARs encompass federal, state, and local regulations, criteria, guidance, and requirements for <br /> the proposed removal actions have been reviewed and are listed in Table 2. The local agencies follow state <br /> guidelines put forth by the Department of Health Services and the Regional Water Quality Control Board. <br /> 3.2.1 Management of Hazardous Waste <br /> Management requirements for hazardous waste are described in 40 CFR Part 261 through 265 and <br /> CCR Title 22. Wastes generated during this project will be properly packaged and labeled. Shipment of wastes <br /> off-site to a permitted TSD facility will be accomplished by a registered hazardous waste hauler. Uniform <br /> Hazardous Waste Manifests will be used to document the chain of custody of the waste to final treatment and <br /> disposal. Wastes will be characterized prior to transportation to TSD facilities using existing site-specific <br /> information or analytical results from waste samples, as appropriate. The Uniform Hazardous Waste Manifest <br /> will be reviewed and signed by The Station Environmental Management Office. <br /> 3.2.2 Health and Safety <br /> All work on this project will be performed in accordance with the PRC Navy CLEAN Health and <br /> Safety Program, dated April 5, 1991. A site-specific health and safety plan (HSP) to suit the recommended <br /> removal action alternative at each site will be prepared by the contractor performing the removal action at Site <br /> 5. The Navy will provide guidelines to all bidders, as a part of specifications, for the preparation of the Health <br /> and Safety Plan. <br /> 3.3 SAMPLE ANALYSES CRITERIA <br /> The California Department of Health Services has established specific concentrations of metals to serve <br /> as guidelines in the handling and disposing of metal contaminated solid and liquid wastes.
