6.0 PREFERRED RESPONSE ACTION <br /> Table 3 shows a comparative rating of three action alternatives for each area. The scores for the <br /> alternatives varied between 10.0 and 13.5. The best possible score for this analysis is 16.0; the lowest possible <br /> score is 4.0. The ratings for each of the alternatives are relative and subject to interpretation; however, they <br /> are an attempt to quantify the results of a qualitative screening of the alternatives. The ranking system <br /> facilitates the identification of the preferred alternative. <br /> 6.1 AREA A <br /> Demolition scored highest (12.0) compared to relatively close scores of 10.0 and 10.5 for abandonment <br /> and reuse of the sump, respectively. Since the Navy does not wish to reuse the facility, demolition of the sump <br /> is recommended as the preferred response action. It may be pointed out that demolition will also provide an <br /> opportunity to characterize better contamination in the soil around the sump and provide a chance to dig out <br /> contaminated soil for disposal. However, the present scope of work for the removal action does not address <br /> contaminated soil around the sump. The determination of the extent of contamination around the sump will be <br /> performed as a part of an RI/FS for NAVCOMMSTA, Stockton. <br /> 6.2 AREA C <br /> Clean up and reuse of the maintenance pit scored the highest rating (13.5), as compared to ratings of <br /> 12.5 and 12.0 for both abandonment and demolition. The advantages for reuse of the pit are a lower cost and <br /> easier permitting and legal requirements than the other two alternatives. Since the Navy also wants to be able to <br /> reuse the maintenance facility, a cleanup action is recommended on the preferred response action for Area C. <br /> 6.3 AREA J <br /> Low levels of contamination in Area J result in relatively high ratings for all three alternatives (13.5, <br /> 13.5, and 13.0, for reuse/abandonment and demolition, respectively). Since the Navy does not wish to reuse <br /> the facility, abandonment of the sump after removal of contents and clean up is recommended as the preferred <br /> response action for Area J. <br /> 22 <br />
