7.0 COST ESTIMATE <br /> Based on the removal action objectives and alternatives available, a cost estimate has been developed <br /> for the preferred response action for each of the three Areas A, C, and J. The cost estimate is based on <br /> budgetary proposals received from the subcontractors and previous experience, and as such is preliminary in <br /> nature. A variance of-15 percent and +30 percent should therefore be used in considering the costs involved. <br /> The costs are presented as Table 4 in this EE/CA. Furthermore, this removal action plan for Areas A, C, and J <br /> is an interim plan, and the scope of work is restricted to tasks described in Section 2.0. As such, remediation <br /> and sampling of any contaminated soil around the sump and pit or monitoring of ground water is not considered <br /> in this plan. Concerns about soil and ground-water contamination will be addressed in a larger plan for clean <br /> up at site 5 in Areas A through J. <br /> 8.0 SUMMARY AND CONCLUSION <br /> An SI report prepared by ERM-West (1989) identified the three areas (A, C, and J) where removal <br /> work could be carried out immediately without further study. The removal action in Areas A, C, and J would <br /> be limited to the following: <br /> Area A: Removal of sump contents (Building 816B). <br /> Area C: Cleaning the locomotive service pit and removal of sediments from the <br /> sediment trap (Building 816B). <br /> Area J: Removal of sump contents (Building 517). <br /> Based on the data available concerning the extent of contamination and removal objectives in each of <br /> the above three areas, removal alternatives were identified and analyzed for their appropriateness in this <br /> EE/CA. A numerical grading system was used to quantify the advantages and disadvantages of three different <br /> removal alternatives for each of the areas. <br /> The analysis indicated that demolition of the sump in Area A, clean up of the maintenance pit in Area <br /> C for reuse, and clean up and abandonment the sump in Area J were the preferred removal actions for the three <br /> areas. <br /> A cost estimate for the preferred removal action in each area is also presented in this EE/CA. <br /> 23 <br />
