s <br /> kn KLEINFELDER <br /> 3BACKGROUND <br /> Kleinfelder was asked to submit a Revised Proposal/Workplan for a preliminary site assessment of <br /> soils in the vicirlity old a former USI at the surjcct site. It was KleEnfelder's understandnlg that the <br /> Revised Proposal/Workplan was for the first irsvestleation required after tank removal (Prclirninary <br /> Site Assessment per State of California Leakin Underground Storage Tank Clears-up :Fund). The <br /> site has reportedly received a "Letter of Commitment" for Category B funding. <br /> Kleinfelder understands a single UST Nvas removed on Au"ust 1, 1997. 1-1-lree soil samples were <br /> submitted for analyses to GeoAnalytical Laboratories. lnc._ of Modesto, California. Two of the soil <br /> samples appeal- to have been collected from Nvithiri the excavation at depths or 10 and 11 feet, and <br /> one from soil stockpiled from the excavation. Total Petroleum Hydrocarbons as Diesel (TPH-D) <br /> and the gasoline constituents toluene, ethylbenzene, xylenes, and methyl tent-butyl ether (MTBE) <br /> were detected in the soil from the excavation. TP1-1-D, ethylbenzene, and xylenes were detected in <br /> �4 a sample apparently collected in the rlortlhern portion of the excavation at a depth of 11 feet at <br /> concentrations of 5000 mg/kg, 0.6 mg/kg and 32 mg/kg, respectively. MTBE was detected in a soil <br /> sample collected from the southern part of'thc excavation at a depth o'1' ]0 feet at 21 pg/kg. TPH-D, <br /> ethylbenzene, xylenes; toluene, and N/ITBE were reported from the stockpile soil sample at 360 <br /> mg/kg, 0.026 nig/ku. 0.140 mu/k-, 0.0056 mg/kg, and 140 p,)/kg, respectively. <br /> The San Joaquin County Public Health Services Department, Environmental Health Division <br /> (PHS/EI-ID), sent a letter dated February 5, 1998; as official notice of responsibility and requested a <br /> workplan to "investioate the vertical and lateral extent of contamination" at the site. Kleinfelder <br /> addressed those concerns in it's Revised Proposal/Workplan dated June 16,1995 to Ms. Patti, which <br /> was forwarded to PHS/II-1D for approval.
